This inaugural program was held May 2 and 3, 2003 at the Congress
Hall Hotel in Cape May. Congress
Hall is a landmark hotel visited by
Presidents Ulysses S. Grant, Franklin Pierce, and James
Buchanan. President Benjamin Harrison made Congress Hall his
"summer White House" and conducted the affairs of
state from the hotel.
